Responsibility
The data controller is the Ministry in charge of Transport.
The analysis and processing of technical logs for evaluation are the responsibility of the Gustave Eiffel University (UGE).
Purpose of Processing
The main purpose of the processing is as follows: to enhance road safety for vehicle drivers by enabling:
- the reception of information and alerts from the French C-ITS architecture;
- reporting of incidents and events in a collaborative mode by vehicle drivers.
For this purpose, the following data is collected by the application and relayed to road managers:
- road network speed, allowing the manager to assess congestion levels on their network and to activate appropriate traffic measures (information to users, diversions, etc.);
- events voluntarily declared by the user such as "I saw an accident," "I saw an animal on the road," "I saw a person on the road," "the road is blocked," "there is an obstacle on the road."
Declared events are integrated into the C-ITS ecosystem, just like the events reported by vehicles.
Right to Withdraw Consent
Users can at any time exercise their right to withdraw consent by uninstalling the application.
Processing of Personal Data
The personal data collected and processed by the application for these purposes alone are as follows:
1. The speed and position of the smartphone
This application collects location data to enable real-time notification by the manager of events on the road in the form of alerts, even when the application is closed or not in use (in the background).
These data are relayed to road managers anonymously using randomly changed identifiers. They are retained until data aggregation from multiple sources, ranging from a few minutes to a few hours. The resulting calculation, namely average speed or average travel time, along with the number of vehicles used for this calculation, are kept for several years by road managers.

2. Anonymous logs of the application's technical operation.
These data are used only for the purposes of evaluating and improving the Coopits application: technical evaluation, ergonomic improvement, accident impact assessment, usability and use of the application, etc.
These data will be retained until the end of the InDiD project, namely December 2024.
These data will only be accessible to research institutes and universities, partners of the ministry:

GDPR Compliance – General Data Protection Regulation
The Ministry in charge of Transport and the Gustave Eiffel University (UGE), as well as the aforementioned research institutes and universities, commit to ensuring that the personal data processing activities for which they are responsible are implemented in accordance with Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data (hereafter, "General Data Protection Regulation" or GDPR) and the French Data Protection Act No. 78-17 of 6 January 1978.
As such, they process the personal data collected in the context of the treatments for which they are responsible only for the predefined purpose(s) and to ensure the confidentiality of the personal data.
The individuals concerned by the processing, in accordance with the applicable legislation, can exercise their rights with the data controller.
The rights concerning non-anonymized data are as follows:
- Right of access to data
- Right to information and verification
- Right to rectification
- Right to erasure
- Right to object
These rights cannot be applied to anonymous data, as it is not possible to personally identify the individual who generated them.
