Presentation

Bordeaux Metropolitan Area is a public institution for inter-municipal cooperation (EPCI) bringing together 28 towns in a shared organisation, 814,049 inhabitants (Insee 2019), with a range of responsibilities, including the management of a road network (3,003 km), cycling facilities (1,425 km), a traffic control centre (Gertrude), and exercising its role as an organising authority for mobility (urban transport and travel).

Bordeaux Metropolitan Area has comprehensive digital solutions for managing daily traffic and urban travel flows, in particular with the Gertrude centralised traffic signal management system. In particular, this system has made it possible to introduce exclusive priority phases for trams and the main bus routes when crossing traffic signals, with significant gains in  travel times.

Bordeaux Metropolitan Area has been a partner in several successive European projects (C-the Difference [2016-2018] and C-Roads-France [2016-2021]), with the aim of completing these global systems by deploying and testing innovative solutions based on the exchange of messages in real time between urban roads and connected vehicles (Cooperative ITS). A C-ITS pilot site was set up and expanded as the projects progressed. A smartphone application has been tested to encourage deployment throughout Bordeaux Metropolitan Area, and to support the still small number of connected vehicles on the road. From the outset, key C-ITS use cases were selected to reduce the environmental impact of urban travel, including:

  • Encourage eco-driving by recommending an optimum speed for arriving at the green light at intersections, and avoiding waiting at the light, or by signposting lanes reserved for car- sharing,
  • Indicate where P&R and covered car parks are located and the availability of spaces, thereby encouraging modal transfer,
  • Encourage caution in the vicinity of schools,
  • Provide real-time information about road works along the route,
  • Integrate information from variable message signs directly into the vehicle.

This application has made it possible to integrate motorists into a multimodal travel chain. It offers as many people as possible a service equivalent to the native connected vehicle, and can be superimposed on a pre-installed navigation tool (e.g. Waze, Googlemap, etc.).

Projects / Use Cases

In 2022, the Bordeaux Metropolitan Area joined the consortium of the European InDiD project at the suggestion of the French Ministry of Ecological Transition and Territorial Cohesion, with the aim of capitalising on this local pilot site and offering new digital services to users.

The Bordeaux Metropolitan Area now relies on the interoperable and robust French C-ITS technology platform, sponsored primarily by the French ministry. This platform incorporates the national “Coopits” application, which has been deployed in the Bordeaux region and then tested in real-life situations [2021 then 2023].

The aim is to gradually add to the catalogue of C-ITS services with use cases adapted to daily local travel on urban roads and the ring road, and which meet several of the objectives of the 2020-2030 Mobility Plan, along three main lines:

  • Modal transfer via park-and-ride facilities and the promotion of car-sharing
  • Supporting the development of active modes of transport (pedestrians, etc.) and making them safer in public spaces
  • Management of special events – in particular, information on flooded roads during estuarine flooding.

The Bordeaux Metropolitan Area is also a partner in the complementary European “DIT4TraM” project [2021-2024], whose aim is to experiment with new algorithms for controlling traffic signal intersections (POC) to encourage multimodality and new forms of mobility (priority at traffic signals or increased green time for soft modes). This project also supports innovation in the Gertrude tool.
